When the insurance payment received does not match the calculated estimate, is there a way that I can force my staff to update the Blue Book?

Unfortunately no. The option for "Ok, Don't update bluebook." cannot be disabled so it will always be an option to be used. They will have to remember to use the "OK, and update bluebook" button when they enter payments.
