anything that requires a LEVEL II

Is anyone else having issues reaching a Level II person who can fix issues??  It is really bad when you can not reach a live person or get a call back within a couple of hours to fix the issue.....and then when we follow up with case number and get that Level II person, who reviews things and says......this should have been escalated, and it wasn't.....?!?!  Do you understand how frustrating this is?  We pay for support and it seems that it is very hard to get it.
