Edit or inactivate a default clinical condition

In the charting module, we use the list of "other" clinical conditions that come from SoftDent. However, we would like the ability to either modify or inactivate some of the provided conditions.

For example, we would like to make the condition of decalcification surface specific, but the default condition is only tooth specific and is not editable. We tried to get around this issue by creating our own custom "decal." condition that is surface specific, but when we did so, we were not able to inactivate the provided condition so only our new one would appear.
