There are instances when the Patient's SSN is required to obtain insurance benefits. Could there be a feature that would "Turn Off" the ability to view the SSN on the clipboard? In other words, possibly the level 10 would only be able to "Turn On" to view; during input could the SSN be viewed and once out of the field the SSN would be "xxx-xx-9999".
